This is almost correct.
Il est mort le 28 juin 1981 à New Westminster, en Colombie-Britanique* parce que le cancer s'était étendu à ses poumons

You forgot a letter in the "il" at the start of the sentence.
a = has (a New Westminster = has New Westminster. It doesn't make sense)
à = in/at/to etc (à New Westminster = in New Westminster)
The "New" in "New Westminster is capitalised because it's part of the name. If it wasn't, then it would simply be a descriptive adjective and wouldn't be in English.
The "britanique" in "British Columbia" is either part of the name and in this case, it's "Colombie-Britanique" or it's just a descriptive adjective and in this case, it's "Colombie britanique".
The rest is correct. It could be expressed differently, but there is no need to, as it expresses exactly the same idea than in the English version and is stylistically and grammatically correct as well.
