The first answer is good, check the brake switch...otherwise
If all 3 are out and the fuse is good, you probably have a
bad ground at the rear of the van.
Pull out the taillights, one (or both) probably has a ground
wire behind the lights tied to metal. Wiggle the wire and
watch for lights (someone will have to be stepping on the
brake pedal too).
Good luck...

Id start checking the wires at this point with a testing light. find out if there is power going to the lights and if not, find out where the power stops, could be a fuse you dont know about, or a break in the wires.

i used to have this type of van years ago.. had the same problem. its the ground wire behind the left or right tail light. (forgot which side the wire harness comes into the back) these vans are known to rust out thier ground wires in the back. dont be surprized if your rear wiper or rear defroster doesnt work either, or at a later date. check all your ground wires while your working on the back and behind the hatchback part as well. hope this helps!

brake light switch could be out of adjustment or bad the switch is located just above the brake pedal
