Why hasn't yahoo added a "how to ask a question" instruction page.?
Many questions posted have insufficient information to allow any one to actually answer them. Just a simple informational page that would be accessed before the posting would be allowed.
Suggestions for needed information that could be listed like computer type, OS, etc, or car make, model, year, etc. would make the questions so much easier to answer and get the people the answers they need. There are too many "My car is making funny noises. What could it be" questions that waste time and bandwidth.
I'm ignoring the functionally illiterates who ask and answer questions, as a form would not help them.
Thanks for responding, but being given a reference to how to find the question box and how to use it might help some, but how to know WHAT to put in it is my question. If it is so obvious how to use the box, why are so many questions lacking sufficient information required to answer them? OBVIOUSLY it is NOT obvious to some what to include in order to get their questions answered.

That is a good idea but I do not believe it would work.
Many questions indicate that the person has such limited computer skills that instructions would be meaningless. Look at how many people ask about points and levels when all the info is under "about" in the left column.
What I would like is to have the ability to add a comment to the question asking for more information. It can't be done in an answer since it would be a violation.

I guess they don't see the value in it.
I too wish there were some stickies at the top: how to ask a question , how to get Yahoo as my homepage, how to find my password, does Yahoo have a phone number. It would save me a LOT of time with helping people with those questions.
