I just bought a true dwarf orange and lemon tree. How long befor it starts producing fruit in Sacramento area?

It depends where you bought it. I bought some and they produced almost right away. I had this tiny knee-high lemon tree giving huge lemons that weighed down it's branches.
I found that if you buy at Home Depot they start almost right away. I bought a tree somewhere else, and it took one season to start, it was too young.

when in doubt, return to the store where the trees were purchased & ask the pros.
