Hayek said that, since economics is the study of choices and since choices vary, even by the same people at different times -- that it is hard to determine with certainty what the economic choices of anyone will be.
This was in response to socialist planners, who claim to know so much that they can plan an economy better than the millions of people who are in it (like most of today's piloticians, who have solutions for everything from social security to the common cold). These central planners couldn't get good data in the first place; further, if they did, it would be out of date by the time they analyzed it -- and that's supposing they analyzed it correctly, a real stretch!

the main criticism is that in makes way too many asuumptions, therefore it does not really represent the real world and its problems properly.
