    A pagoda is just a type of Asian building design, a tiered tower. You can put anything in a pagoda, it can serve any function, though originally, most pagodas were built for religious reasons.

    A temple is a religious building, a place of worship.

    In other words, you can have a temple that's a pagoda in design, in style, but not all pagodas these days are temples, and not all temples are pagodas.

    Both are sacred places, used to house shrines or relics, and while a temple can generally be any form, a pagoda is usually a tiered structure with diminishing storeys and elaborate roofs, its specific meaning varies according to which country you are in.

    "Pagoda" refers to the design of the structure.  "Temple" refers to its function.
