Imaging that an ad can that can reach 20000-30000 people, can attract around 200-300 people (1%), from which 10-15 people may become your customers. And the cost for gaining these customers is roughly 30$.

Yes, Facebook Ads is very effective. Its and effective platform that allows you target age, sex, area, instruction, religion, interests, administrative issues, work title, conjugal status, thereby allowing you to take control of your target - you can even target streets, territory etc. It has been very effective in my business.
