It's poetic expression for a high level of jealousy, similar to calling strong coffee a "rich brew."

It means some ingredients are missing. For the metaphor to make better sense there should be something like 'a rich brew of jealousy and contempt'. Or 'a rich brew of jealousy and rage'. A 'rich brew' is concoction that is remarkable or fascinating - more than the sum it's parts as the mix amplifies the results. But for it to be a 'brew' there needs to be more than one thing (emotions in this case) in it.
