Yes. Desktop version of the site seems somewhat broken at the moment. Mobile/phone interface seems okay though.

No, no trouble at all today. Make sure you aren't just trying to reply to a question by a user who has you blocked. There's no reason you shouldn't be able to post an answer if the question is open to answers, you aren't blocked, and you haven't hit your 160 answers for the day yet.
