It's that way because at one point it was pronounced as "syu-gar" but over the years shifted to "shu-gar". This is because the two sounds are in proximity to each other. As a result, the sound changed but the spelling remained the same.

There are very many anomalies in the English language. "Sugar" is just one of them.

It is kind of a slap somewhere or other but I won't worry about the missing h in sugar as long as good does not ryhme with food.
