Why is Smackdown not signing anyone? Raw signed The Hardy Boys and The Revival?
Daniel Bryan and Shane McMahon are not doing anything notable. They're just letting Raw sign tag teams, when Smackdown needs some more tag teams.

Hopefully Shelton Benjamin will come on Smackdown, but he doesn't want to do tags.
