Downloading from Mediafire?
I’m planning to download new textures from Mediafire. I've been trying to find new textures I can add to photoshop and I have two questions.
Are the downloads from mediafire safe?
Will the downloaded file cause VIRUSES? [WHAT I’M REALLY CONCERNED FOR]
(Also, Is it safe to download textures from DeviantArt?)

It depends on each person you're getting the files from. ANYONE can host files on MediaFire, so anything is possible. I wouldn't open anything other than the texture file... most viruses are contained within exe's, websites/links (via JavaScript), and things of that nature. I don't think there's a way to get a virus from the texture files themselves though. Just be careful, and run a good scan on the folder before you decompress and open anything.

it is safe, if your antivirus doesn't give any alarm signal when the files are completely downloaded, even it is a virus your antivirus will block any attempt to open/access that file, and will quarantine it or delete that virus.
