Can a monarch abdicate "in favour of" someone not in the next direct succession?
Basically, if the current Queen decided that she wanted William and not Charles to be the next monarch, can she do it?

There are several laws and acts that govern and determine the line of succession. The Queen can not make changes without reasonable cause and going through a formal process.

In the UK (where abdication is highly unusual) and The Netherlands (where it is expected) the abdicating Monarch has no say over the next monarch. To pass over Charles in the UK would require an act of Parliament (just as the abdication of Edward VIII did). Edward VIII had no chance to pass it on to anyone except his next eldest brother. He also sacrificed the right to the throne of any future children he may have to avert a constitutional crisis. If a monarch in the UK decided to abndicate today it would in all likelihood be to the benefit of their children.
The succession is governed by law, therefore, the monarch cannot dictate the next monarch.

Yes. Any abdication must be made through an Act of Parliament. So the Queen would ask parliament to vote through an act which would exclude Charles from the succession and then sign it. However she can't even abdicate without parliamentary consent.

No,the queen has said that she will never abdicate,but if she got too ill to do carry out her duties,charles and camilla would just step in,with the help of the other royals,if she did abdicate the throne would go to charles and camilla. It would require an act of parliament to pass charles over in favour of william,and i do not see the queen agreeing to that.

Nope. She can't decide who is next in line for the big job.
Rules is rules. Charles is next in line. Charles would have to agree not to want to be king before Elizabeth abdicated. And the government would have to amend the rules to allow it.

No, Charles is next in line, so only Charles can pass it on to William if he decides to.
