It's definitely worth the peace of mind if you're not prepared to pay a vet bill costing $1000 or more. Especially if your pet is in decent health, then you know that if anything happens in the future, it would be covered by the insurance.
I recommend reading some third party reviews to find out which plans are the best liked. Pet insurance review has a good website.
Personally, my dog is insured through Trupanion and I am pleased with their policy. They allow you to choose your own deductible from $0 to $1000, so whatever you can afford to pay. They also don't have any limits on claim amounts or annual amounts that they will pay out which is why I chose them. That means if you have one really bad year, it will still be covered.

Yes, it's worth it for when your dog develops a long-term condition requiring veterinary treatment. Broken leg, metabolic illness, cancer etc. It won't normally help with one-off bills or pre-exisiting conditions.

Honestly, I've found that just starting your own emergency savings account works a lot better.
